Hydrogen energy is a green, low-carbon and widely used secondary energy, which can be used as a medium for the mutual transformation of various energy forms, and is gradually becoming one of the important carriers of global energy transformation and development. Hydrogen is widely distributed in the universe, and water is the product of its combustion. It is recognized as a clean energy, and also known as the most promising secondary energy in the 21st century.
2020年，“双碳”目标让新能源成为焦点，如风光发电、新型储能等产业发展也备受关注，氢能也不例外。
2022年3月，国家发改委与国家能源局联合印发的《氢能产业发展中长期规划（2021—2035年）》明确了氢能的三大战略定位：氢能是未来国家能源体系的重要组成部分；氢能是用能终端实现绿色低碳转型的重要载体；氢能产业是战略性新兴产业和未来产业重点发展方向。
在政策出台的同时，除了国电投、国家能源集团、中国船舶、京能电力等多家央企、国企和上市企业加速布局氢能产业，更有资管公司和投资人看中该赛道，准备重金投入多个氢能项目。
10月9日，国家能源局发布的《能源碳达峰碳中和标准化提升行动计划》中提出，进一步推动氢能产业发展标准化管理，加快完善氢能标准顶层设计和标准体系。开展氢制备、氢储存、氢输运、氢加注、氢能多元化应用等技术标准研制，支撑氢能“制储输用”全产业链发展。
10月中旬，国家电投集团氢能科技发展有限公司开启募资，拟募集资金总额不低于16.25亿元，拟征集投资方数量不低于3个。该募集资金用途将主要用于燃料电池和PEM制氢设备关键部件研发、生产线扩建、基地建设、原材料采购、补充流动资金等方面。
